I know who is Rainbow Blitz but he doesn't exist in this universe.

For RD parents I know that it's quite common that Firefly is her mother (sometime her big sister) but not here. You can see how they parents look like here : [link] (Soarin' ones too and RD mother probably going to be white for the coat). But they will be introduced soon anyway.

As for Blue, for the question related to Twilight, he's not a OC but a background pony. His actually name is Noteworthy but I'm used to Blue..

And to finish, in the last frame, Pinkie is with her two daughter that you all see in previous reply.
